Why do my fancy goldfish fight?

i have two fancy goldfish in a 20 gallon tank with filter and oxygenating plants, both believed to be female,how ever one is bigger than the other, the smaller female is the aggressor and has already killed a male by causing too much stress to him and he gained white spot. is there anything i can do to keep the peace in the tank?
